INRAE, France’s national research institute for agriculture, food, and environment, formed 2020 by the merger of INRA (founded 1946) and IRSTEA. The institute positions itself as “the world’s number-one institute for research in the fields of agriculture, food, and the environment” — substantive claim worth tracking, but the institute’s scale is real (one of the largest agricultural research organisations globally).
AI-specific work. INRAE publishes the Can AI make agriculture more sustainable? dossier (7-part), which surfaces concrete French and European case studies including:

April 2025 INRAE / La Ferme Digitale 4-year partnership. The partnership combines INRAE’s scientific expertise with the innovative drive of start-ups. Per La Ferme Digitale co-founder Justine Lipuma: “Through this partnership, we can identify scientific bottlenecks faster, develop collaborative projects and joint events, accelerate the transfer of knowledge into concrete applications, and support the creation of science companies.”
INRAE’s national role. INRAE is the French national research backbone for AI-and-agriculture work. It’s structurally similar to USDA-ARS in the US, to AAFC’s research branch in Canada, to CSIRO in Australia — but with a distinct open-data / open-source positioning through the GAIA partnership and the Can AI make agriculture more sustainable? dossier.
What this unit is doing in the taxonomy
Anchors the research-framework deployment model with French-internal positioning. The unit is a framework claim-type — distinct from deployed example (which would be a specific deployed tool) and from statistic (which would be a single quantitative fact).
This is the second framework claim-type unit in the field guide (alongside fcc-ecosystem-not-technology.md). The first was about Canadian AI adoption constraints; this one is about the research framework through which France organises its AI-and-agriculture work.
Why it matters for talks
- INRAE’s positioning is structurally distinct from US/Canadian agricultural research framing — the open-data and partnership-with-start-ups approach is genuinely different.
- Pl@ntNet as a concrete INRAE-developed citizen-science AI deployment is a useful case for talks — distinct from the producer-advisory / consumer-facing / robotics deployment patterns.
