Farm data ownership — three critical lenses and one institutional response

The farm data ownership conversation has three distinct critical lenses that have developed since the mid-2010s. Each lens diagnoses a different problem; each proposes a different response. Worth distinguishing because conflating them loses substantive analytical traction.
Lens 1 — IPES-Food corporate concentration lens
IPES-Food’s Head in the Cloud (Feb 2026) names the corporate concentration of food system data as a structural concern. Monsalve Suárez and Seufert (FIAN International Secretariat) extend this specifically to agritech in Latin America in the Big Tech Takeover of Food Systems essay (per IT for Change, 2025).
The diagnosis: Big Tech’s data capture of agrifood is a structural concern distinct from the technology deployment itself. The vendor model captures aggregated value that should flow to farmers and to public-interest research.
The proposed response: Alternative innovation systems; public-interest research infrastructure; farmer data cooperatives; IDSov-aligned alternatives.
Lens 2 — Indigenous Data Sovereignty (CARE Principles, IEEE 2890-2025)
The CARE Principles for Indigenous Data Governance — Collective benefit, Authority to control, Responsibility, Ethics — articulate Indigenous data sovereignty in agrifood contexts. IEEE 2890-2025 standard is the operational implementation standard.
The diagnosis: Indigenous communities have the right to control data about their lands, crops, livestock, and food systems. Standard data governance frameworks (FAIR Principles for technical interoperability) do not address Indigenous sovereignty; CARE Principles are complementary but distinct.
The proposed response: CARE Principles operationalisation; Indigenous-led data infrastructure; co-design of agritech with Indigenous communities; recognition of Indigenous data sovereignty in international frameworks.
Concrete operational anchor: Indigenous Navigator Peru case (ONAMIAP-IWGIA), AGUAPAN Peru (IPES-Food example), Peru-China-Bhutan seed-sharing agreement.
Lens 3 — Civil Eats / farmer advocacy / community-food-system lens

“Is Amazon going to be our food producer 50 years from now, or Microsoft—or are we still going to have small farmers that provide for their local communities, grow culturally relevant crops, and have resilient community food systems?”
The diagnosis: Big Tech capture of farm data is a structural threat to small-farm / community-food-system viability. The aggregation advantage goes to vendors; small farmers are price-takers in the data layer as much as in the input layer.
The proposed response: Small-farm data infrastructure; community-owned data cooperatives; right-to-repair advocacy; farmer-led certification schemes (Ag Data Transparent); community-food-system resilience as a policy frame.
The institutional response — Ag Data Transparent
Ag Data Transparent is the operational instantiation of farmer-data ownership rights within the industry. John Deere certified (first major ag player); Bayer Climate FieldView certified since 2021.
Critical observation: Ag Data Transparent addresses transparency (contract disclosure, data use disclosure), not control (vendor cannot sell anonymised data, vendor cannot aggregate against farmer interests). A contract can be Ag Data Transparent certified and still grant broad rights to anonymised data pools.
This is the gap: the institutional response addresses transparency but not control. The critical lenses (IPES-Food, IDSov, Civil Eats) all name the control gap as the substantive concern.
